If Obama's understanding of who is guilty, the UN will verify this. If the UN determines that AQ did it, then he should proceed much differently.

If the UN does implicate Assad, there may be a role reversal of which side trusts the UN and which does not. It will probably be decried as a puppet of either Russia/China or the US/UK/France. I suppose that part of the "fun" of working for the UN. Many things you do are blasted by one side or the other. Nothing you so is ever the result of evidence or the truth.
