iirc, the British military historian John Keegan raised the issue of the changing tactical/psychological impacts of warfare that accompanied technological advances; however, he didn't always credit technology with with the fundamental shifts, but emphasized cultural changes as well.

I'm going to do some internet searching to see if he has written anything on the use of drones in modern warfare.
