Reviewing this could this be a Law School Exam question? After studying the relevant statutes some professor came up with a Hypothetical situation for his students to discuss and somehow that question ended up on the net and someone took it is a real story? It has all the elements, the teens could be over 16 and thus if they agreed to the sex it is NOT a violation of any law in Iowa UNLESS it is sex with a counselor that is NOT part of a treatment plan? Narrow exception to a narrow exception. Typical question, may even have been on the Bar exam.
