Nowhere in that article does it say, or even imply, that Arnie is actually trying to "get the law changed" to allow him to run for president. It says that he would like to be president, but not that he is trying to actually accomplish that. The quotes from Bloomberg are clearly remarks made in jest.
Why the Independent even wrote this piece of fluff is not really clear, although the Independent is rather famous for writing puff pieces, society trivia and nonsense, but we certainly don't do the political arena any favor by taking those idiots seriously and propagating their babble.
