USA's wars, recent Gov't shutdown etc. - USA is losing the pr game.
This is not a frivolous claim out of the blue,
this issue has been fermenting for quite a while.

"More than 60,000 children from Russia had been adopted by Americans since the early 1990’s before last year, when the Russian authorities introduced a controversial ban on all adoptions by Americans, citing numerous cases of death and abuse among the adoptees.
Moscow has also complained that the US system makes it virtually impossible for them to check on the treatment of children after adoption and probe suspected abuses.
More claims of Russian orphans being abused by their US parents have surfaced since the ban was enacted in January."

"Over the past 20 years, more than 60,000 Russian children have been adopted by American families, and 19 of them have died in their care through negligence or domestic violence. Each death is a tragedy, but the rate of child mortality, deprivation and abuse in Russian orphanages is far higher. Pushkov admits as much. “But if the U.S. federal authorities wanted, they could act to at least restore a sense of justice,” he says. “These parents adopt children to get extra welfare benefits, to get money, or they just began to hate this child. It doesn’t matter. There needs to be justice. It is a nationwide consensus. That is why we initiated this.”

USA has been blowing it's "moral imperative" horn to interfere in many nation's affairs for quite some time.
Scrutiny of its own affairs in return should be expected.
This ban is almost a year old - lots of time to have addressed the situation - efficiently and quietly.
Too late. The World is now watching.
Sad to say, much of the World is watching for the USA to fall on its face.
I'm not part of that, partially because the demise of the USA would affect Canada quite negatively.
Also, Most of the USAmericans I've met I liked.
