You're right - the political will seems to be absent. I was just talking with my husband yesterday about the climate talks that happened recently in Warsaw and how nothing significant was achieved - and this after Hainan in the Philippines. I wonder if they recognize that we're already over our heads and that's why they want to do nothing.
