23. The guy beat him unconsious

The cop shot him right before passing out. The cop was hospitalized with serious injuries. There are alot of really bad uses of force where the cop/cops are clearly in the wrong. I think this is probably not one of those cases.

Further articles said the cop had a fractured skull and a broken orbital bone.
