He probably didn't have a taser with him and when he got attacked, used the only defence he had available (since he went unconcious just after shooting the firefighter). I'm sure if this happened just outside the hotel, there will be security cams available for the investigation, but whether or not we get to see them will be the question. For instance, did the cop properly identify himself or did he just jump the FF to get him off the cabby?
