(2,682 posts)to do anything of the sort. The Hawaii legislature would have to pass a bill authorizing the state record-keeper to produce certified copies of the entire document on file in its vaults rather than the summary certificates currently being issued.
For your information, after 9/11 and the hyper sensitivity about id theft, states changed their procedures from producing certified copies of birth certificates to producing certified copies of a summary of the contents of the certificate. Some information is left out like occupation of the parents, home addresses and other non-relevant information. What is on the summary certificate is the name of the individual, date and time of birth, place of birth and parents names.
At the same time, states developed application forms for people wanting a copy. One must be the individual or related to the individual and must provide a sworn statement. This isn't true in all states, but it is in some. Likewise, in some states, only an attorney on behalf of their client, can obtain death certificates for an individual.
A state certified copy of President Obama's birth certificate was ordered by the governor of Hawaii. No change in procedure for anyone else was authorized. And she was a Republican.
