4. When in the hell are we going to enforce BOTH parts of the 2nd Amendment?

If the belonging to a Militia part isn't necessary to the security of a free state and therefore doesn't apply anymore, than doesn't that weaken the "right of the people..." part?

Article II

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.


The first part, that keeps getting ignored, modifies the second part about our Right to keep and to have those arms in the first place.
