...the overall purpose of the vagueness of his speech is to kick the can down the road. IMO he doesn't want his legacy to be muddled in the wrong issue, as he wants health care to be the central jewel in his crown.

He didn't pick this fight, the fight picked him; and he'd just as soon give it lip service & let his successor deal with it. The only problem is that this issue demands his complete attention now! There's no more time to waste.
