roughshod over the fourth amendment and that he was wrong to do so. Maybe he has said that and I missed it, but I haven't seen it. He would have his police do weekend sweeps of corners and haul every young black male on the street downtown. My neighbor (a police officer) had to process them. Most of them were released and learned that their rights meant nothing in Baltimore.
