23. Not true. First, they didn't need it in the budget because they already found a way to pay for it.

Second, the budget was so controversial anyway, why put something in there that didn't need to be funded? that's a total waste of compromise, the budget negotiations were about funding. The Republicans don't want the world to know the current extension is paid for so it's not the money they object to it's the idea of unemployment insurance.
