He is a former Senator, succeeded in the House seat by Porter Goss. When Goss resigned the House of Rep to become director of the CIA, he was succeeded by Mack IV. Further, the districts were renumbered, which is also causing you confusion. District 13 is most of Pinellas County...neither Harris nor Mack have EVER represented Pinellas Co.
