Lets try to teach you again anyway.

Very high inflation coupled with unrealistic prices controls (if you have 50% inflation you have to raise your prices 50% to stay in business) means you can either sell black market or across the border or warehouse it till you can sell it and not lose money.

The entire mercantile class are not losing money on purpose for political points or taking orders from the CIA, sorry, that's very unrealistic.

although they are so easy to spread when you have no conscience.
