Surveillance is looking for certain things. If you look for something, you tend to not notice what you're not looking for.

You tell somebody to count how many times a ball is being passed between people on a video, they usually do that. When a guy in a gorilla suit wanders into the frame, stands dead center and looks at the camera for a few seconds, and then exits the other side, observers merrily continue to focus on the ball and how many times it's thrown.
