Yes they need to be able to be turned on and off for the reasons you stated. But wouldn't the 777 have had a few ELTs like most planes do? My Cessna 182 had an ELT in the back of the tail section powered by batteries. There was no way to turn it off (the point is you always want it on while the plane is on and flying in case you crash.)
