and be in the street, in the jail if necessary.

But we''re having a program on the behavioral health, which the governor has screwed with with very little protest from much of the state's citizens. And the cuts affect exactly the sorts of programs that might have helped this sad man with his obvious mental health issues, but not any more so than the law enforcement officers who shot him.
