how can the pro-Russian Ukrainians violate an agreement they were not involved in?

While i will agree that an agreement happened, i don't recall any representatives from east Ukraine being involved in it so in my eyes atleast its somewhat silly to assume they would simply nod and obey something that was decided without them.
