She used to live with her mom in DC, but since Dorothy died she lived there by herself (the weekends she would go home to NY). They bought the DC house after she won the Senate seat. She needed to stay in DC during the week. She continued to live there while she was SOS.

Although she has SS protection, they are outside the house. So if something happened to her in her bathroom, there really wasn't anyone nearby to notice and help. What she should have hired was a live-in housekeeper, but maybe she didn't like the intrusion of having a stranger in the house 24/7.
