9. cuts go to top top INDIVIDUAL tax payers

not the 99%. It seems pretty cut and dry in it's coddling of the rich. Small example from my area. A new transit tax was voted on to increase routes into areas of low and middle income people. In my neighborhood the yard signs were a majority in favor. In my friends affluent neighborhood the signs were against the transit tax claiming that they are already paying too much in taxes. They have some of the lowest tax rates.
