There's a special division of the police with the moniker "Dnipro," but they set up checkpoints and were in a different oblast'. They weren't in the town. There was no raid on the Ispolkom building by Ukr officials.
In fact, nobody knows what happened to the raiders. One report was that they remained in the building. Another said they cleared out, having gone in for a few minutes and then left.
Ekho Moskvy reports 2 dead (one on site, one died en route to dispensary/hospital).
One could suspect that given the way such an attack galvanized Mariupol it was convenient to do that in this berg. That would, of course, being omniscient as to the answer to cui bono?
But no reasonable person would use that as a basis of a deduction--a question the answer to which is unknown and only assumed as the premise to reach the same conclusion.
