I think part of the allure of the ACA a great deal of paperwork to keep bean counters employed. Big Insurance doesn't really want to pay for health care anyway.

Big ups to Ms. Burwell, who pledged to the GOP & Big Insurance that there will be no single payer as long as she has anything to say about it. Just the kind of Dem who can help up wrestle the country from the right.
