detainees were released on humanitarian parole. Meaning they were mostly women and young children fully processed by authorities and permitted to go to relatives on condition of reporting or have warrants for arrest for immediate deportation.

Some of that is actually in the post above!

It is intelligent enforcement, not knee jerk stupid jail 'em all and hang them high idiocy.
