All budget bills start in the House. It would be seen if the Republicans change the filibuster rule - as we could have. However, there seems to be few ways that the Republicans get us much below 50. If you assume, with the anti incumbent shift that we get KY and GA, they need 8 seats to get the majority. To get this, at least some Democrats polling ahead, would have to lose.
It might suggest that one excellent idea is for all Democrats to get behind Warren's student loan bill and maybe further regulations on banks. Both would be populist legislation and there really could be a divide by party. Not to mention, both would be great things to do. The other thing that ALL incumbents need to do is to be all over there states for the entire August break -- and as many long weekends as possible. Depending on their competencies, they need to be at everything from State Fairs, to local diners, to mall events -- and in areas, like the NE, hosting town halls where they answer questions face to face. They need to be seen, not just as competent and on people's side, but as their representatives. ( One race for this is NH - where in 2010-2012, Scott Brown did ZERO town halls - even as he was pushed by the media to do so. Warren had them all over the place - and as a counter to thinking that a sitting Senator had less time, Kerry, a far more senior, busy Senator who really DID speak to kings, queens, and Prime Ministers and to HRC and Obama, did 5 in 2011. If Shaheen, their former governor, is out there - Brown will have a harder time and it is likely that he avoided them in MA because he is horrible at them.)
