There was a corrupt town to our southeast in Texas where the head cop and the mayor were robbing passers-through of every cent they had for conjured-up "speed violations." They got away with it for years, even after a TV report on them. Did anyone go down there to arrest them? It was organized crime, brazenly out in the open--a far worse offense than a broken window. And yet no one in Austin sent the State Police to arrest them. No one in Washington sent Federal agents, and the whole operation had been exposed on national TV!! So go argue about vandals breaking windows in Paris without getting arrested, but crimes go unpunished all the time all around the world. In Pakistan, "honor killings" where a father and his sons stone or stab a daughter to death for going out with the "wrong" boy. No one arrests them, either, even though murder is against the law in Pakistan--nominally, at least. You want a perfect world? Write a book.
