Highway, bridge money at risk: Senate to vote

1. Do they build it in sections then move it to the area per above picture?

Looks like a lot of lanes also, but seems like it is built remotely in sections and moved somehow or am I confused, again.




And, can I assume the rightwing terrorists in the Senate like Cruz want to halt the highway system and destroy jobs hoping Obama will get the blame? I am shocked the House passed a bill on this, actually.
