BCBS should never have been permitted to participate in the exchanges., I suspect that they are attempting to sabotage the ACA. They know that they will have to pay. But by delaying payment right now they create problems in advance of the 2014 elections. The same for their bait and switch game in California, the one for which they are being sued.
