One might think that anyone resorting to the petulance of "brilliant repartee" would have sourced their initial premise through peer-reviewed works.
Re: negotiations (specifically, policy not to) with terrorism-- for a starting place, try The Terrorism Lectures by James Forest, and Terrorism in Perspective by Susan Mahan... because "I think" is a faulty qualifier to any premise.

Obama said "we don't pay ransom monies" but europe does, and did, and got their prisoners.

Either action or inaction on ransoms is a loser. Paying gets more hostages taken but saves lives.
