the Internet makes it easy to threaten people or groups. It's been happening for quite a while. The IS connection is high in the news so it's more easily conflated. If IS "lone wolves" took steps, it would open leads to others. I think in reality there are no completely disconnected loan wolves in a network of terrorists; there are always holes. If the threats are just psychological terror, which they usually are, then it all depends on how we promote it in the media. It's nothing new, it's just more visible.
