1. $189,500 is a slap on the wrist

The fine is probably way less money than the company would have paid to properly deal with the toxics over the last 20 years, so it's still a bargain for the polluter. We need punitive damages that make it a bad business decision to illegally dump toxics into the environment. A $189,500 fine for 20 years of violations isn't enough of a deterrent.
