When you take it down to the genetic level, there are as many average genetic variations between two people of the same race as there are between two people of different races; if you don't know the genes that code for skin color, hair texture, and various facial features that we use to determine ethnicity, it is impossible to classify people into genetic groups based on their DNA alone.
However, that doesn't mean that there aren't certain health risks that are more prevalent among certain groups. For example, cystic fibrosis is much more common among white Europeans, while sickle-cell anemia is more common among people from sub-Saharan Africa or parts of India where malaria was particularly present, and Ashkenazi jews are more prone to Tay-Sachs disorder.
