You mean like many officers seem to automatically assume all the civilians are wrong and "guilty" and they have the right to be the judge, jury, and all too frequently executioner right on the spot? Even worse it appears many consider civilians to be the "enemy." Ex military should not even be considered for police positions, their military training doesn't fit well with being open minded, they would rather "kill them all and let god sort them out."

Guns and overwhelming force give cowards courage, even ones wearing uniforms. Notice how many of these executions are by multiple police? It's mob mentality at work, as soon as one starts the rest follow whether with their fist and feet or with their guns. Sign of low mental capacity and inability to think for themselves.
