Who handed out the handouts? And did Jindal know about the handouts ahead of time? If he knew, or if the group was officially affiliated with him, then Jindal should be censured.

But if the group was simply one of many that appeared at the rally, then Jindal is less at fault, and perhaps not at fault at all.

Suppose for example I decide to hold a civic event. And a couple of the attendees start handing out hate literature, without my knowledge. Perhaps I don't even know those people. Then I'm guilty of not vetting attendees better, but not much more than that.

On the other hand, if I knew about the hate literature ahead of time - and I mean really knew - then it's a different story.
