15. I doubt that will ever happen. The men in the Cheshire home invasion murders are on death row.

I doubt the law would have passed if that exception had not been made for those on death row still being executed. Being from Cheshire and being a liberal Dem I have been torn myself because of that case. Also, Malloy probably wouldn't get relected. CT is not a conservative, bloodthirsty state by any means but that case was brutal, unique and there was absolutely no doubt that those two men were guilty.
