If I just mugged you and I'm running away, if I've stopped beating you and I'm running away, is my arrest necessary? Why? I'm not hurting anybody.
Is that the distinction drawn?
What if I'm just breaking a window or stealing out of a car. Is the arrest necessary? "Necessary", like many other words ("good," "bad," "virtuous"
get their meaning from context. Up-thread most posters have some definition in mind, but it's pretty clear that in a lot of cases they're really different definitions, and it depends mostly on the level of good or ill-will towards police in general.
No common language, no means for discussion.
