22. Personally I would go for the violent criminal culture

if I wanted to reduce gun deaths. We know the demographics of gun violence very well. Why don't we focus on the specific groups that are responsible for the killing? It would be a much easier task and will not alienate the vast majority of gun owners whose support you need to pass the laws you want.
