Thus I decided to copy the entire decision. Most courts today have their decisions on line, the problem is finding them. This case was relatively easy to find, but I had to search to make sure there was an English version, and in this case the original decision was in English. Europe has stopped its long history of banning languages (The English outlawed Celtic not only in Scotland and Ireland but also Cromwell from the time of Elizabeth I onward, in 1800 half the population of France did NOT speak French, Provence in the South of France had its own language, which was closer to Spanish and Italian then French, Sophia Loren was dubbed in Italy for she spoke Italian as it is Spoken in Rome NOT in Florence, Florence Italian was consisted THE Italian language NOT was was spoken elsewhere).

While Europe is no longer banning languages, it has accepted English as its "primary language", more a""Lingua Franca" then the language of Europe. For this reason you will see a lot of European items in English in addition to whatever language it was first written in.

This change has NOT been without controversy, when a member of the French Labor Movement spoke at a European event about the situation of Labor in France, he spoke in English, even through it was clear his message was more to the President of France then the rest of the members of the meeting. The Labor Leader was criticized in speaking in English instead of French, then it all died out when he pointed out it was a EUROPEAN meeting and the language at that event was ENGLISH not French (in reality the President of France was using his allies to make points in France by pointing out the Labor Leader gave his Speech in English instead of French, but the controversy died when the vast majority of the French agreed with the labor leader, you speak in the language of the event NOT your own language if it is possible).

Just pointing out language is still a hot topic in Europe but NOT what is was in the from 1800 to about 1990). Nationalism was tied in with language and with nationalism no longer a series issue in Europe, suppression of languages is no longer important.
