this is kinda what they are supposed to do. Plan ahead for potential conflicts and causes.

Prior to WWII we had War Plan Orange and the Rainbow series of plans drawn up and in the files.

It can be seen as self serving or it can simply be seen as prudent. I would suspect that every major and medium size nation has some type of war planning organization within their military establishment.
