4. I probably agree it needs to be monitored

The larger issue with disabled is availability of meaningful activities....working is one meaningful activity. Often the work isn't even close to efficient and if it had to stand on it's own would fail....I would hate for places like goodwill to no longer be able to offer the activity because of cost prohibitively high....
