3. Sadly, the system is broken on Emoluments and criminality

The lawsuits on Emoluments started in 2017 and have been winning and progressing through the courts. The other main way would be to ask the Justice Department to enforce the law, but Barr has already said that Emoluments doesn't apply to Trump for some reason or another - Unitary Executive or something?

And, the main way to enforce subpoenas would be to make a criminal referral to the Dept of Justice, who could then arrest the person violating the subpoena - and, Barr is going to quash those attempts. I think he already did it with Erik Prince and a few others.
