Sanctions may be more symbolic than meaningful if they are only US based. If EU and Japan joins in, that is much more meaningful. I also wonder if some in the Biden admin may not be concerned that if you kick Putin's shins, reaction to that could see the Russians cause issues in places like Syria and the Persian Gulf/Iran that Biden would then have to spend time and focus on.
