11. I'm not sure what your point is. The meaning of "election expenditure" is clear.

Neither do I agree with your assumption that "it only becomes an 'election expenditure' when, through the magic of reclassification, the fact that the movie is critical of a political figure makes it classifiable as an in kind contribution."

The "speech" doesn't have to be critical of a political figure. It can be laudatory.
