It is a Medicare Advantage plan with a ZERO monthly premium. It is available to anyone in my area who chooses it. It is not some union benefit.

A solution is to let people choose each year during open enrollment. Managed or Medicare.

You can switch in your first 12 months of signing up for Medicare without underwriting.
