1. Well, we sort of did this before when we sent the military after Pancho Villa and got away with it.

Sad precedent. Even if Special Forces decapitated many cartel leaders, blew up labs, etc. it wouldn't stop the enterprise. More will rise to take their place and rebuild as other economic opportunity of the same financial scale in Mexico is rare. The more lasting message would be close the border and halt trade. Unfortunately that would be punishing the average Mexican but it might be the only thing to generate the political will among Mexicans, indeed the necessity, to end the corruption that allows the cartels to thrive and then actually stop their operations.
