The Navy nuke problem will have to wait until there are more civilian nuke plants. The reason people signed up to be Navy nukes is because they looked forward to becoming civilian nuke technicians when they got out of the Navy. Without a robust civilian nuke sector, the Navy can't offer much incentive. Lack of qualified personnel is a big reason the Navy trimmed its nuclear fleet.
