It is an underground storage facility at the site of a former mine. And of course, completely contradictory to Musk's claim, it is not an example of inefficiency but rather actually quite efficient. They've tried to computerize everything multiple times in the past and failed while spending hundreds of millions of dollars on failed contracts. To successfully computerize things would likely cost over a billion dollars and take at least 10 years to accomplish. That would not be a smart use of money when it operates just fine as it is now.
