Why haven't the Feds prosecuted?

The essence of conspiracy is an agreement of two or more persons to engage in some form of prohibited misconduct. The crime is complete upon agreement, although some statutes require prosecutors to show that at least one of the conspirators has taken some concrete steps or committed some overt act in furtherance of the scheme.

My own Governor, Tom Corbett, could not find a single case of voter fraud in PA during the four years he served as Attorney General. Suddenly in concert with other Republican Governors, he finds the need for a voter ID law. There's no excuse for the Feds allowing this concerted, racially motivated, one-sided attack on our voting rights.
