So, regardless of who ordered what, there seems to be a dilemma.

Seasoned DU'ers understand how he wiggles out of contradictory positions, such as:

It's clear that he ordered a deadly operation. He has done so before, as with Qasem Soleimani.
Did he order the murder of shipwreck survivors?
That breaks all international laws and conventions.
He may be evil, but he is CHICKEN
He's the "I was just kidding" guy.
Did Hogsbreath?
Apparently Hogsbreath did, escalating an "escapade" to an international incident.
And you can't just sweep something of that "reach" under the rug.
