20. Some people can't understand simple things.

Some persons that commit acts of violence and of other illegal and antisocial nature are not deterred by what the punishment is. In parts of the world where cutting off a hand or losing an eye as punishment has gone on for centuries the punishment hasn't stopped the people. There are one handed thieves walking the streets still. Here in most blood-thirsty parts of America kangaroo courts will quickly accuse and convict someone faster than the razing of the East Wing. They want a spectacle, nothing more. A hanging brings everyone into town, a great day for business.
